I have never forgotten the first good game AI I encountered, Master of Orion. It exhibited behaviors of:
-select a point of attack on the human player, mass together forces over an extended time, launch an attack, and depending upon progress, break off the attack.
-make diplomatic overtures, engage in peace gestures, while preparing forces for an attack, then break treaties and launch the attack.
-take notice of your weapons and armaments, select offense and defense counters, and build out such forces over an extended time.

The most interesting aspect was the absense of minor or trival behaviors which were not effective. The AI could engage in large strategic moves without pointless small tactical events.

Now that was 15 years ago. And who has done better since? What is the best current state of the art for strategic AI? Please point to a game showing this!

AI seems to solve the real world gaming problem but are not formulated in such a way that it should solve the daily architecture problmes. AI should be develooped by keeping the resource utilization in mind.
