SOA Integrated Governance Today SOA Governance is frequently pinpointed as the reason why service-oriented architecture-based IT projects may be considered successes or failures. SOA Governance generally consists of three major components: 1) Design-time Governance: Refers to the phase in which services are designed and published with a service definition (WSDL). SOA repositories such as Software AG*'s CentraSite or IBM*'s WSRR solutions establish processes and controls associated with who can make changes to services, who receives notification when services change, and how impact analyses associated with those changes are typically addressed. 2) Runtime Governance: Refers to the phase in which the SOA runtime environment (an application server or an Enterprise Service Bus (ESB)) relies on the repository to obtain service updates, associated policies, and other metadata that are required to make policy enforcement decisions. 3) Monitoring Phase: Refers to the final phase of governance, when service runtime quality of service (QOS) characteristics are made available to operators.
