Intel® IPP DLLs not getting loaded if they are not in the same folder as of the application executable is an issue we recently identified in IPP v 6.0. This happen when you use LoadLibrary function in your application to load IPP dispatch DLLs and CPU specific DLLs and they are located in a different folder.
This issue has been fixed and the fix will be available in Intel® IPP 6.1 update 1.
Please note that, this is not a universal solution, because ippcore and libiomp libraries should be loaded explicitly (in additional to dispatchers).
