Issue starting SOA Expressway Designer

I get the following error when I try to start services designer: C:\\Program Files\\Intel\\SOAE\\Runtime\\bin>soaed [2012-04-22 04:06:39] [427 prunsrv.c] [error] The system cannot find the file specified. [2012-04-22 04:06:39] [1336 prunsrv.c] [error] Load configuration failed
