If yes, what performace improvements on the averageyoumight expect for typical video processing operations like filtering or ME assuming the same clock speed for PIV ?

Yes, the current Intel IPP v.40 does support Intel Pentium 4 Processors with Hyper-Threading (HT) Technology on High-Volume 90-Nanometer Manufacturing Technology (formerly codenamed Prescott).
