Yes, I think that's true...that we need to upload twice. I did the double upload just a day back, for one project of mine, inorder to be eligible for the Early Bird prizes, which ends on 21 Dec 2009.

For another project, I didn't upload anything, as I only wanted to enter the Intel Atom Developer Challenger which ends somewhere in Feb 2010.

So, for now, double upload for Early Birds. :)

To conclude, you need to do the double upload to be eligible for the Early Bird prizes. If you don't upload you are still eligible for the Intel Atom Developer Contest.

you don't need to submit your application twice, this has never been requested.
Once validations are finished your software submitted via the Eary Bird contest and those submitted from your "normal" Dashboard will be merged together.
