Here's what I get when I go to the following URL's:

The very first time I go here (after a browser cache flush), I see a "Page not found" message. See attached screen shot. If I just ignore the message, I can log in on that same page, and once I do, I'm taken to the proper place. So the link actually works if a user logs in by going there; however, the first thing a user sees is the "Page not found" message, so it can be a little misleading. I recall an earlier email where someone else on the Council saw that same message too.
