I've looked at the official rules and this part got my attention :

Target System Specifications: Entries competing in the contest must
install and run on a Microsoft* Windows* 7 Home Premium 64-bit operating
software and DirectX* 9.0c or DirectX* 10.1 software with:

Intel 2nd Generation Core i5 processor
Intel HD 3000 Graphics
4GB DDR3-1333 memory
----------------

And i've got the following questions to ask :
1. Do i really gotta have the above build ? (My project doesn't really need much cpu/gpu power)
2.Could somebody tell me if the following desktop builds would get me into the competition :
Build #1 : cpu : AMD Phenom 950 4x , gfx card : ATI RADEON 4850HD , ram : 2x 1GB
Build #2 : cpu : Intel 3,2GHZ , gfx card : Nvidia 6600 , ram : 2x 1GB (I've another similar setup but with different gfx card)

?

I believe your configuration #2 would guarantee good performance on HD3000.
But ATI RADEON 4850HD is out of comparison with mobile GPUs.

As for CPU, I dont think you would run into problems given, like you said, your game is not very cpu-heavy.
