Our app met with the requirements but still failed, do we need to use melrose sdk is it mandatory ?
Yes, using the Melrose SDK is mandatory.

We got 20 Apps Published in Intel Appup All are Adobe Air Apps with Melrose SDK with 19 Free and 1 Paid. All our apps are doing good in intel appup.
I would like to add a side note:
When an IDE or run-time is not supported, that does not mean that it is strictly not allowed. In some cases you may support yourself, and as long as you implement the AppUp SDK and conform to the Validation Requirements (http://appdeveloper.intel.com/en-us/article/validation-guidelines) you may pass the validation process. Many developers have pioneered alternate IDE's, run-times, and more with a lot of effort and ingenuity. If you have any technical questions please ask them here in the community. Best of luck.
