The Framework
The Office of the Chief Scientist (OCS) in the Ministry of Industry, Trade and Labor is charged with execution of government policy for support of industrial R&D. The goal of the OCS is to assist in the development of technology in Israel as a means of fostering economic growth, encouraging technological innovation and entrepreneurship, leveraging Israel's scientific potential, enhancing the knowledge base of industry in Israel, stimulating high value-added R&D and encouraging R&D collaboration both nationally and internationally.
How Does the Software Development Grant Program Work?
The Software Development Grant Program in Israel offers both grant funding support from the OCS and service based offerings support from the Intel® Software Partner Program to help facilitate development efforts that are directly related to enabling work on Intel® Architecture.
- The software company provides the Office of the Chief Scientist with paid receipts, post dated checks or accounts payable receipts dedicated toward the Intel® enabling project - with items such as R&D costs, engineer salaries, equipment & tools all being counted as part of their investment.
- The Israel Office of the Chief Scientist commits grant resources not to exceed USD $25K in cash - paying the software company 50% of their investments as they go - to be re-paid upon the ISV's success in the marketing of their project.
- The Intel® Software Partner Program commits resources in-kind, equal to the Israel's Office of the Chief Scientist grant amount of USD $25K, primarily in service based offerings.

Q: What does it cost to enroll in the Intel® Software Partner Program?
A: There is no cost to join the Intel® Software Partner Program or to participate in the Software Development Grant Program in Israel, other than the dedicated investment toward the development of your Intel enabled application.

Q: What are the terms and frequency for reimbursement by the Office of the Chief Scientist?
A: This is a "Pay As You Go" opportunity, which means that the software company can submit paid invoices, post dated checks or accounts payable invoices for things like salaries, R&D etc. and get reimbursed by the Office of the Chief Scientist "as they go". In other words, to get the full USD $25K grant monies, the ISV doesn't have to invest the USD $50K up front, but rather, they can get reimbursed on a "pay as you go" basis, as they make payroll etc. every few weeks.

Q: What is involved with the application process?
A: There is a 3-step process to be considered for the Software Development Grant Program in Israel. First, the software company must become a member of the Intel® Software Partner Program by completing the enrollment form at software.intel.com/partner. Second, the software company must submit an executive summary by completing the online application form. The third step takes place after the Intel® Software Partner Program approves the initial submission, wherein the OCS will require the software company to complete a short Grant Application form, according to traditional OCS procedures.
