Windows App Development with tools other than C++, Java or .NET?

Assuming an app is tested, debugged and running properly on Windows 7, is there a reason that it couldn't be developed in Visual Basic or some other non MS tool and submitted or inclusion in the App Store?

None that I'm aware of. There are developers using many different languages on AppUp. I personally use Dark Basic Professional but you can use Adobe Air, Java, Unity and several others I'm aware of.

Steven is correct. There are literally dozens of platforms/languages used in titles submitted to AppUp. The commonality between them is that they implement the AppUp authorization methods and adhere to the Validation Requirements (http://appdeveloper.intel.com/en-us/article/validation-guidelines).
