let me start with the bad news: Right now you will need to have a valid CNDA and IPLA with Intel in place. You can then either get a loaner through your Intel FAE/AE contactor request a loaner through MIDDevTools@intel.com. The prerequisite are however those two agreements.
The good news is that at IDF in September this year we intend to anounce support for an additional low-cost JTAG device that can then be purchased in the price range between $200 and $800. This is when th JTAG solution will be available for general use.
As I do have a CNDA i will be contacting midtools.
What will be the low cost jtag device? Is it an xdp or something else?

IPLA: INTEL PRE-RELEASE PROGRAM AND LICENSE AGREEMENT (IPLA). Your Intel AE or FAE should be able to help you with getting it in place. The loaner device would be an ITP-XDP probe.
The low cost solution will be from a 3rd party vendor. Since we are still working on getting the redistribution agreement in place, I cannot really give you the name in a public forum.
