Initializes the LZ4 hash table that uses dictionary.

Pointer to the LZ4 hash table.
pDict
Pointer to the dictionary.
dictLen
Length of the dictionary.
Description
This function initializes the LZ4 hash table with values from the dictionary.
Return Values
ippStsNoErr
Indicates no error.
ippStsNullPtrErr
Indicates an error if the
pHashTable
pointer is
NULL
.
ippStsSizeErr
Indicates an error if the
dictLen
value is less than, or equal to zero.
