Gets the number of partitions along the leading dimension of the output matrix for parallel

Description
This function returns the number of stripes, that is, partitions along the leading dimension of the output matrix, for parallel
?gemm
functions. The number of partitions only applies to
?gemm
functions.
The number returned is a hint, and
Intel® oneAPI Math Kernel Library
may actually use a smaller number.
