(Almost) rebuild on resource change

I develop a large Win32 GUI app (~100.000 lines, half of them devoted to GUI) with CVF. Whenever I, say, add a dialog or, worse, a single control to an existing dialog, there's a need for recompiling all files which include resource.fd. OK, I understand this is normal, since resource.fd is changed, but it's a real PITA to wait 20 minutes for compiler to finish each time when I add a single control. I seem to recall (maybe I'm wrong) that FPS4.0 did not behave that way (somehow it managed to recompile only files affected by this change). Does anyone have a suggestion for a workaround (playing with resource.* timestamps)? Is there a change in 6.5 related with that? If not, please add it on my wish-list.
