Why must installers use the MSI format?

Why must application installers use the MSI format? There are many fine installers with a long Windows history that produces exe-based installers (and include a silent option as well).

MSI has a particular set of standards associated with it. There are several install utilites that support it, including Visual Studio 2008.

The App Store will likely be implementing several parameters including pathing, localization and more so choosing a common installer platform will make the app store more reliable.
