Bad scaling on OpenGL apps - Intel HD 530 - 21.20.16.4678

Apps that use Open GL in window mode, such as Krita or Blender, are not scaled 1 to 1. They're somewhat zoomed in, not pixel perfect, with linear filtering, and always cropping part of all sides.

Steps to Reproduce with Krita:
1: Download and open Krita https://krita.org/en/
2: Krita should be in OpenGL mode by default, otherwise go to Settings>Configure Krita> Display, and check OpenGL
3: Create a new image, with Ctrl+N, as soon as there is a canvas the UI will scale badly
4: You can also hover with your mouse over the UI elements to see the misalignment

Expected results with Krita:
The scale of the UI should look as it does before opening an image, or using older driver versions. 

Steps to Reproduce with Blender:
1:Download and open Blender https://www.blender.org/download/
2: The UI will be already badly zoomed in
3: You can hover with your mouse over the UI elements to see the misalignment

Expected results with Krita:
Press Alt+F11 to switch to fullscreen and see the missing UI elements, as well as the pixel perfect look. Or open Blender with older driver versions

It also happens on other software like Godot game engine, you can follow similar steps. So it has to be a driver issue
