"managed run time" performance isn't under the control of the compiler. I suppose it is unlikely that significant improvements over Microsoft generated CLI code could be obtained by a compiler. I can't speak for the efforts Intel makes in this area, but I believe they are substantial. You see a part of it in the provision VTune makes for analyzing mrt performance.From the beginning of CLI, Microsoft has admitted that unmanaged native code is needed for performance critical operations. No one has denied the difficulties this poses.
