HEVC Hardware Decoder comparison (Skylake vs Haswell)

I have to evaluate the performance on Skylake and Haswell the Hardware decoding of HEVC.

"sample_decode.exe" have started with the following parameters .

   sample_decode.exe h265 -i surfing.265 -o dummy -hw -p 33a61c0b4c27454ca8d85dde757c6f8e -f 30 -d3d -r

H.265 input file (surfing.265) was downloaded from the following URL.

  http://www.live555.com/liveMedia/public/265/

I was compared to decode on Skylake and Haswell, more of Haswell was higher CPU utilization than Skylake.

I just saw the thread CPU utilization of sample_decode.exe in Process Explorer, had a higher thread of the CPU that are running the following .

   igdumdim64.dll!OpenAdapter+0x3780ac

However, such a thread does not exist when decoding on Skylake.

In addition , it looks like the above thread the bit rate of H.265 that input is high CPU utilization is high .

How can I do to lower the CPU utilization on Haswell?

My environment is as follows .

Skylake:
 Intel Core i7-6700K CPU @4.00GHz
 Intel HD Graphics 530
 Driver Ver.20.19.15.4300(2015/10/01)

Haswell:
 Intel Core i5-4590 CPU @2.00GHz
 Intel HD Graphics 4600
 Ver.10.18.14.4294(2015/09/25)
