any reason why ipl wrapper was removed from ipp 7.1 samples ?
I also was wondering, but at least it is still available in ipp-samples 7.0.7.064.

I agree that removing some legacy / fundamental pieces of codes / examples doesn't look good even if IPL is a very old Intel library and it is Not supported by many years. I think this is a business related issue in order to force "The-Last-IPL-Developers-In-The-Universe" to stop using IPL.
There is a very big corporation in the United States which still uses Visual C++ v6.0 and Visual C++ v4.x Embedded. At the same time, Microsoft does Not delete old examples for these legacy developer tools ( IDEs ) on Microsoft_Downloads_com web-site.
Hi aris,Thomas, Sergey
Right, the sample can be downloaded from legacy package. http://software.intel.com/en-us/articles/code-samples-for-intel-integrated-performance-primitives-intel-ipp-library-70
if it is still insterested, you can add your feedback in http://software.intel.com/en-us/articles/intel-ipp-71-deprecated-samples/
