Why couldn’t I download the old version of ISS 2017?

Good day, community. I'm trying to download ISS 2017 (I need OpenOCD to debug my Intel (r) Quark (tm) X1000) as advised at https://software.intel.com/en-us/forums/debug-solutions/topic/758894
However, when I select the necessary version and click download, the browser sends me the link

Vitaly, I cannot reproduce this issue on my end. Can you start with signing in and then navigate to the product? Also try using a different browser - or incognito. 

But I have already logged in to enter the Intel Registration Center. I tried incognito, 3 or 4 browsers and 3 OS. I’m redirected to the login page anyway. It seems that the mistake is funny and I'm starting to get crazy)
