Clarification Request: Coordinates

Just to clarify, are the coordinates (x, y) or (row, col)?

From the sample, it appears that they are (row, col) but I think that should be specified.

Boarder Cases

Is it safe to assume the state of cells outside of the valid grid are dead?

i.e. Cell (0,0), (0,1) and (1,0) is already ways dead, as the first valid cell location is (1,1).
