INTEL DEEP LEARNING SDK WEB SERVER FAILS AFTER INSTALLATION

I keep trying to install the Intel Deep Learning SDK and it keeps saying that web servers failed to start and also, the connection to the server localhost:8080-did you specifythe right host or port

Cannot find MpssLib.dll in loaded modules???Why???

RENAME function returns 13?

Calling RENAME returns a value of 13 in my code (the from name is a directory and it exists, the to name doesn't exist) , and this error code isn't listed in the run-time error list.
