Linux floating licence server won't provide Comp-CW feature - FlexNet error -5,412

I attempted to install Intel® Parallel Studio XE Cluster Edition for Windows (update 4) on a Windows 10 machine but it wouldn't accept our (Linux) floating licence server settings -- which have worked fine for the last five years. This seems to be because we're updating from 2013 to 2017 and we need a newer version of the server software.

Will 3-server redundancy for flexnet work across different subnets?  All the host are reachable but are one hop away.
I see conflicting information on your website itself.
This page suggests they have to be on the same subnet.

transfer license admin role

I am looking to have the license admin for Serial [serial number removed by intel employee] changed to my ownership. The previous license admin was Neil ([email address removed]), but he is no longer with ARM. Also, Geomerics was acquired by ARM which is why my email address domain is different from Neils. Please help with this.

Frquent License checkouts

I have a license server setup with 5 seats. When we compile code it will typically be many small compilations in quick succession. Is there a way I can make the license file stay cached for some grace period? I know about the linger option on the server side. From what I have read that only saves the seat so that compilation will complete. I am more concerned about speed and not preserving a seat.

Any advice would be very helpful!
