HI Jebin,
The Intel AppUp Software Package Validation Utility that comes with the Intel AppUP Java SDK serves the purpose of testing your application geting launched.
Set your GUID as ApplicationId.DEBUG_ID and create a AppUp Jar package using the packaging utility, run the AppUp debugger and run the validation utility to verify if your application is getting launched. If you see everything is working fine, change the ApplicationId.DEBUG_ID to production GUID and recreate the package using the Packaging utility that can be submitted for validation

However there is no support fot Shortcuts with the current Packaging utility. The AppUp Packaging utility will take care of everything.
More details are in the below link

Hope this clarifies.

Thanks,

Thanks Praveen for your response.

I followed exactly the same steps given in the link http://appdeveloper.intel.com/en-us/article/intel-appup-java-packaging-utility

I was able to launch my app from validation utility as well. then I recreated the package after replacing with Production GUId.

But my app was rejected :( .

Validation faliure message is ILU03
