ordered integers?

What does the word 'ordered' integers mean? What order are we talking about?

Problem Description:

my interpretation is that the "sets" are ordred, so they are really sequences.

Probably it tries to tell us that set 4 2 1 1 1 2 1 (4x7) and set 4 1 1 2 2 1 1 (7x4) are different.

I don't see that in the problem description. The rules just ask for "some tiling" and say nothing about the order in which the squares must be used....or am I missing something?

The example demonstrates the meaning:
the output is all possible groupings of the same ordered sequence of numbers.
Permutations are not allowed, otherwise there would be more encodings in the output.

Thanks, I missed that. It makes it an easier problem, I think.
